The hydrometer works as advertised. The best way to test the density of small amounts of liquid (<500 mL) is to pour to liquid into a 100mL graduated cylinder. This gives you the water depth that this hydrometer requires. Don't be tempted to use it as a substitute for a stirrer, though.
